Autumn Statement 2014: other measures

The 2014 Autumn Statement speech was delivered to Parliament by Chancellor George Osborne on Wednesday 3 December 2014. Here we summarise some of the measures relating to investment and government spending.

The Chancellor announced:

  • NHS: £2bn more investment each year in the NHS
  • GPs: £1.2bn worth of investment in services across the country
  • Carers: the employment allowance to reduce employer NICs by £2,000 is extended to cover carers
  • Tax avoidance: an extra £5bn will be raised in the next parliament from a tax avoidance crackdown
  • VAT refunds: hospice charities, search and rescue services, and air ambulances will benefit from VAT refunds
  • Air passenger duty: abolished for under 12s from 2015 and for under 16s from 2016
  • Devolution: transfer of corporation tax powers to the Northern Ireland Executive within this parliament if the Executive can prove that it can cope with the financial implications; agreement for full devolution of business rates regime to the Welsh Assembly; draft clauses will be released in the new year for devolution of income tax powers to Holyrood.
